摘要:基于平衡计分卡理论,构建国家食品安全示范城市评价模型,为各省份、地市构建食品安全评价体系提供一定的理论依据。运用平衡计分卡理论确定评价模型的四个维度和战略图,采用层次分析法确定指标权重,对标《国家食品安全示范城市评价细则(2021版)》进行模型验证。结果表明,评价模型分成本管理、学习与发展、业务管理、社会公众4个维度,权重分别为0.106 6、0.198 4、0.452 1、0.242 9,4个维度下设8个二级指标33个三级指标。本研究构建的评价模型理论依据充分,可为各省份、地市构建食品安全评价体系提供一定的参考和借鉴。

Research on the Evaluation Model of National Food Safety Demonstration Cities Based on Balanced Scorecard

Abstract:Constructing the evaluation model of national food safety demonstration cities based on the balanced scorecard theory to provides some theoretical basis for provinces and cities to construct food safety evaluation system. Using the balanced scorecard theory to determine the four dimensions of the evaluation model and the strategic chart. The weight of each index was determined by the method of AHP, model verification was carried out for the 《Evaluation Rules of National Food Safety Demonstration Cities (2021 Edition)》. The evaluation model is divided into four dimensions:cost management,learning and development,business management and the public. The weights were 0.106 6, 0.198 4, 0.452 1, 0.242 9, respectively. 8 secondary indexes and 33 tertiary indexes are in it. The evaluation model constructed in this study has sufficient theoretical basis and can provide some reference for provinces and cities to construct food safety evaluation system.
